ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as Forensic Management Advisor (FMA) in various countries on an ad-hoc basis. The Forensic Management Advisor (FMA) works with the host-country to advise and mentor host country officials on management strategies of the forensic crime laboratory with an emphasis on ISO/IEC 17020 and/or 17025 accreditation standards. The FMA oversees the mentoring of laboratory management on operations, leadership skills, staffing, logistics, budgeting, recordkeeping, evidentiary tracking, health and safety policies, database utilization, staff training, policy development, SOP development, reporting, and quality assurance.

JOB DUTIES AND RESPONSIBILITIES:

The Forensic Management Advisor (FMA) works with the host-country to advise and mentor host country officials on management strategies of the forensic crime laboratory with an emphasis on ISO/IEC 17020 and/or 17025 accreditation standards. The FMA oversees the mentoring of laboratory management on operations, leadership skills, staffing, logistics, budgeting, recordkeeping, evidentiary tracking, health and safety policies, database utilization, staff training, policy development, SOP development, reporting, and quality assurance. The FMA is also responsible for coordinating the work of other forensic advisors in various specialized disciplines to ensure project objectives are efficiently and effectively met and collaborates with other forensic advisors to determine best practices in workflow efficiency. The FMA will work with various US officials from Departments of State (DoS) and Justice (DOJ). Duties also include facilitating meetings; leading working groups; developing reports and specialized papers; reviewing and editing policies; manuals and Standing Operating Procedures (SOPs); conducting briefings; and active participation in advising officials. Work will be performed at designated host-country site(s).

REQUIRED SKILLS AND QUALIFICATIONS: ( Superior experience in critical areas may be substituted for other areas at DOJ discretion)

  • Minimum of 20 years of forensic science experience progressively increasing responsibilities and span of supervision.

  • Minimum of five (5) years of experience with progressively increasing upper-level management

  • Demonstrated experience in having led a laboratory or forensic unit to achieve ISO 17020 and/or 17025 accreditation or reaccreditation and/or experience as forensic general manager of an ISO/IEC 17025 accredited facility.

  • Continuing education demonstrated through publications, presentations, coursework, internships, or certifications; and,

  • Clearable: Must be able to obtain and maintain a Public Trust US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Clearance.

DESIRED QUALIFICATIONS:

  • Language and foreign service skills/experience.

  • Experience training or advising foreign officials.

  • Bachelor’s degree in biological, chemical, physical or forensic sciences, or related fields from a US Department of Education recognized institution.

  • Demonstrated ability to lead teams in setting, implementing, achieving and delivering on a series of complex forensic laboratory operations objectives.
