Matanuska-Susitna Borough Solid Waste Operation Unit Supervisor - Transfer Sites in Palmer, Alaska

Job Summary

This position supervises assigned operations within the Solid Waste Division.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

Minimum Requirements

High School diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc.

Seven (7) years of progressively responsible experience in the occupational field, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including three (3) years of supervisory experience. A successful candidate will have experience scheduling employee shifts.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Current Manager of Landfill Operations (MOLO) from the Solid Waste Association of North America (specific position dependent), or have the ability to obtain this certification within six (6) months from the date of hire or date of first available training (if not offered within the first six months of employment).

Current Transfer Systems certification from the Solid Waste Association of North America (specific position dependent), or have the ability to obtain this certification within six (6) months from the date of hire or date of first available training (if not offered within the first six months of employment).

Current 40-hour HAZWOPER certification, CFC removal certification, and Hazardous Substances Transportation (Title 49) certification or ability to become certified in all areas within six (6) months from the date of hire.

CDL License is not required but is preferred.

Experience operating or managing yellow iron projects is preferred.

Must successfully pass a pre-employment drug screen and post-offer employment physical.

Duties/Responsibilities
  • Manages contracts for the assigned operational unit.
  • Provides daily supervision and direction to assigned operational unit staff.
  • Investigates incidents, accidents, and other issues; prepares appropriate documents and makes related recommendations for safer operations if necessary.
  • Manages lined, construction and demolition, and asbestos waste cells.
  • Hires, trains, assigns, schedules, evaluates, and disciplines assigned personnel; recommends appropriate staffing and service levels.
  • Participates in the development and implementation of operational unit goals and objectives; reviews unit operational plans, studies, and future developments; recommends changes necessary to improve operations.
  • Plans, coordinates, and manages unit inspection programs in accordance with state and federal regulatory requirements.
  • Prepares and monitors assigned budget.
    • Generates various reports and updates information within the Solid Waste software program.
  • Works with the general public in responding to questions and to resolve complaints and concerns within the assigned operational unit.
  • Coordinates operational unit facilities, equipment, and vehicle maintenance.
  • When staffing the EOC, performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use by and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
